The policies were worded so that better educated, higher-income women were encouraged to have more than two children; less educated, lower-income women were urged to bear fewer. Since the former group was the Chinese and the latter the Malay, fertility policies then differed dramatically by ethnic group. On the one hand, pronatalist policy incentives were established for the more educated (i.e., chiefly the Chinese). Tax rebates were now provided for women bearing second, third, and fourth children, with more sizeable rebates given to those bearing the second child at an earlier age. For example, if the mother bears the second child when she is under twenty-eight the family receives a S$20,000 tax rebate, whereas the amount is reduced by S$5,000 for every year older the mother is when the second child is born (Ministry of Trade and Industry 1991). For third and fourth children, the family would receive a rebate of S$20,000 plus 15 percent of the mother's earned income in the year of birth. In addition, the government established childcare subsidies, priority in housing, and more flexible work schedules for mothers in the higher-income, more educated group to encourage childbearing.

On the other hand, lower-income, less educated women were given financial incentives to have fewer children. Such a woman would have S$10,000 credited to her Central Provident Fund account if she was under thirty and underwent sterilization after the birth of her first or second child. This money could then be used toward the purchase of a Housing and Development Board apartment. Taken as a whole, these newer fertility policies have been criticized for their social engineering approach to the different socio-economic and ethnic groups. They have been labeled by some as a modern form of eugenics (Deyo 1991).
